“Resource Spotlight Monday”: Today, the Gender and Identity Factors Platform (GIFP) features “Gender and Extremism in Ethiopia.”

This paper provides a gender analysis of the role of women in violent extremism in Ethiopia, as well as government-led efforts on counter-terrorism and preventing and countering violent extremism (CT/PCVE).

Divided into two main sections, the paper first examines the roles of women in violent extremism, exploring factors such as the hardening of in-group identity, sense of community and recognition, romanticism and attraction to charismatic leaders, and feelings of victimhood due to gender-specific violations and government (in)action. The second section analyzes how women contribute to PCVE efforts in Ethiopia, highlighting the ways in which gendered stereotypes—particularly those portraying women as inherently peaceful mothers—shape PCVE interventions. Additionally, the paper discusses the links between violent extremism and violence against women and girls.

The paper concludes with three key recommendations:

  1. Security sector reform in relation to PCVE.
  2. Intersectional analysis in research and policy design.
  3. Investment in integrated, contextual, and locally driven approaches to PCVE, including mechanisms to ensure women’s representation at all stages.
